1. Check your eligibility
Confirm whether you qualify to convert, and whether you must take the tests.
⚠️ 注意 / Watch out:The “3 months after issuance” rule is a hard requirement — you cannot apply without it.

2. Gather your documents
The step most often rejected — get every item ready before you go.
💴 Fees:You pay fees on site. Accepted methods differ by location (cash / card / e-payment such as PayPay) — some take cash only, others have gone cashless — so bring both cash and a cashless method.
⚠️ 注意 / Watch out:Self-translated licences are always rejected; a 住民票 showing My Number must be re-issued.
⚠️ 注意 / Watch out:If passport stamps/records don't sufficiently prove your STAY in the issuing country, extra documents (entry/exit records, employment/enrolment letters, utility bills, etc.) may be requested — not everyone is asked.

3. Book your appointment
Most centres require a reservation, and you can only use the one for your registered address.
💡 Tips:The first booking covers the document check + written test. The practical test is booked on-site on a later day, after you pass the written one.
⚠️ 注意 / Watch out:You must use the centre tied to your registered address — you cannot pick a closer one. Popular centres (Akashi, Samezu, Futamatagawa) fill up fast; book early.

5. Knowledge test
50 true/false questions in 30 minutes, 90% to pass (45/50). Exempt countries skip this.
- After passing the written test
The items below are only needed after you pass the written test — but you book the practical on-site that same day, so prepare them in advance too.

6. Skill test (practical)
Driven on a set course inside the test centre. Exempt countries skip this.

7. Get your licence
After passing, complete issuance the same day — pay, take the photo, receive your Japanese licence.
Based on the public official process (after the Oct 2025 revision). Exact documents, fees and procedures vary slightly by prefecture — always confirm with your local licence centre.
